New Rochelle man was charged yesterday in the hit-and-run death of a Bronx bicyclist, police said. John Giannico, 28, was arrested outside his home at 541 Pelham Road after a witness to the crime gave cops a license plate number of the sport-utility vehicle believed to have struck the victim.

James Mimnagh, 62, was mowed down as he pedaled Sunday morning near the drawbridge connecting Pelham Parkway and Shore Road. He was killed instantly. Mimnagh, of Clarence Ave. in the Bronx, worked as a courier for the Manhattan and Bronx Surface Transit Operating Authority. He planned to retire in March.

He was riding to meet friends in Yonkers when he was killed, said his daughter Fran Quill.

Giannico was charged with leaving the scene of a fatal accident.
