D.C. COUNCIL ACTIONS

The following were among actions taken at the Tuesday meeting of theDistrict of Columbia Council:

BICYCLE MESSENGERS -- In light of concerns by motorists and pedestriansover the speed (slow down -you're embarassing those cars!)andrecklessness of some of the city's bicycle couriers, council member NadineWinter (D-Ward 6) introduced a bill that would require the licensing ofcommercial bicyclists, and force them to take a safety test and to wearcity-issued identification. Winter's bill would also require all couriercompanies to have training programs for their employes.

The following were among actions taken at the Jan. 19 meeting of theDistrict of Columbia Council:

BICYCLE COURIER PERMITS -- The council passed a bill requiringbicycle couriers to be licensed and to pass a safety test before receivinga license.

Nadine Winter (D-Ward 6), chairwoman of the public works committee,introduced the legislation last year, spurred by complaints about the dangerousmaneuvers of some bicycle messengers in traffic and on sidewalks.

The licenses would have the bicyclist's photo and employer's name andaddress. The council has recommended that the licenses cost up to $50 peryear. But that decision is left to the city administration, which mustwrite regulations and determine fines and enforcement procedures.

The law would require that all couriers receive a license within 180days after the legislation is signed by Mayor Marion Barry.
