Bicycle Couriers Will Have To Pass
Vancouver Tests
Toronto Star, July 5, 1988
Bicycle couriers will have to pass written and on-road examinations
before they can qualify for city licensing, a city council committee
has ruled.
Couriers who fail the tests will have to take an eight-hour traffic
safety course before they can apply for a license again.
The new rulings are in addition to a recent city decision to begin
licensing and labeling the 200 bicycle messengers who make deliveries
throughout the Vancouver downtown area.
The city also wants courier companies to carry a minimum of $1 million
liability insurance covering themselves and the couriers.
Under the new recommendations, commercial bike couriers would be
required to pass written and on-road examinations – which will cost $20
– conducted by the Bicycling Association of British Columbia.
Art Takahara, Vancouver branch manager of Loomis Courier Services Ltd.
Said most courier companies have adopted tighter guidelines for
couriers.
